The 10-Month Blackout: Battling Duke Energy After Helene

The most "mind-blowing" obstacle wasn't the river; it was Duke Energy. From September 27, 2024, until July 25, 2025, I was left in total darkness. Restoring service was a technical nightmare that required a 30-foot 6" x 6" pole and the construction of a custom deck and stairs to meet height requirements. I had to navigate a gauntlet of land surveys and elevation permits just to apply for a meter. I owe a debt to friends like Marcus and Pat, who helped source the heavy electrical components the build demanded.

But the real "digital ambush" happened behind the scenes. While I was enrolled in paperless billing, Duke Energy cut my online access, effectively blindfolding me while they drained my account credits with "ghost bills" for a property that was literally missing. They even moved the poles roughly 100 yards onto private property, outside the right-of-way, and refused to connect me for months.

It took a formal intervention from the North Carolina Utilities Commission (NCUC) to force their hand. Even now, with the meter finally spinning, I remain skeptical that I've received a full refund for those fraudulent charges.

The Digital Ambush

While I was enrolled in paperless billing, Duke Energy cut off my online account access - effectively blindfolding me while they drained my account credits with "ghost bills" for a property that was literally missing. Compounding this, Duke moved the primary poles roughly 100 yards onto private property, outside the established right-of-way, and refused to reconnect anyone while that displacement existed.

While I recouped some money the process was so opaque that I am in doubt I recovered all my funds. Quite frankly the struggle to regain just access to power made it difficult to deal with those small details. The corporate indefference and widespread ghost bills plaqued many residents of the Green River Cove and beyond.

I am Fast Fred Ruddock - a professional Ocoee River guide and former IT professional. My journey is a study in resilience and intentional freedom. I spent my early career as an electrician in industrial construction before transitioning into Information Technology, where I earned multiple degrees and spent over 20 years in public service within Higher Education and K-12 systems.

During those decades, I witnessed public institutions shift toward corporate-style management - demanding corporate output without corporate rewards. I eventually traded that middle-class institutional grind for the life of a professional river guide. By moving to seasonal work, I turned the expectation of sacrifice into geographic and temporal freedom, exchanging a rigid desk for an "Endless Summer" spent traveling freely throughout Latin America.

In September 2024, this path took a mandatory "Hard Reset" when Hurricane Helene washed away my home in North Carolina. What began as a lifestyle choice became a survival strategy. I am now based in Ecuador, documenting the technical logistics of frugal living and solo travel as I navigate the process of permanent residency.

2026 Status: Due to visa and residency requirements, I am taking a hiatus from the Ocoee River for the 2026 season. I have high hopes of returning to guide with Teal Team Six for at least part of the 2027 season. Even while off the water, I continue to provide the definitive Beta for both river hydrology and frugal travel logistics.
