MOTORCYCLE RIGHTS ASSOCIATION (MRA)
CONSTITUTION

Adopted: Febuary 29, 1976

ARTICLE I

Section 1 Name

The name of the association shall be known as "MOTORCYCLE RIGHTS ASSOCIATION" and offically be abbreviated as "MRA".

Section 2 Purpose

The general purpose of the MRA is to form an united association for improving and protecting the rights and well being of motorcycle riders, and improving relations with the non motorcycle driving public.

ARTICLE II

Section 1 Membership

A. Chater Member - Any member who has completed the membership application and paid the membership fee before May 1, 1976 shall be Chapter Members of the MRA

B. Member - Membership will be granted to persons18 years of age or older, upon completion of membership applacation, payment of membership fee and approval of officers.

C. Associate Member - Persons not meeting requirements for membership will be granted associate membership, upon being sponsored by a member, payment by membership fee and approval of officers.

D. Honorary - Any person who has commended themselves to the esteem of the MRA and elected by a majority vote shall be granted honorary membership.

Section 2 Membership Fees

A membership fee of $ 2.00 will be paid by all members and associate members. Fee includes the cost of membership card and patch.

Section 3 Membership Renewal

Membership will be renewed annually from 1 March through March.

Section 4 Meetings

A. Monthly - Monthly meetings will be held the first Sunday of each month.

B. Special - Special meetings of the members may be called by the President or by a majority of the officers.

C. Change of Meetings - Meeting dates can be changed by the President or by a majority of officers as necessary.

ARTICLE IV

Section 1 Voting

A. Voting rights will be held by members in attendance only.

B. Voting for new officers shall be conducted in accordance with Article V, Section 3.

C. General voting for MRA business shall require a simple majority by open vote.

D. Change in MRA Constitution shall require a 2/3 majority by open vote.

ARTICLE V

Section 1 Election of Officers

The members shall elect from the membership a President, Vice President, Secretary and Treasurer. Any member with a minimum of Six months in the association and in good standing shall be eligible to hold office. The offices of Secretary and Treasurer must be held by a person who anticipates 95% attendance.

Section 2 Resignation of Officers

In the event that the President shall resign or become unable to hold office before the end of his/her term, the Vice President will assume the office of the President. In the event that the Vice President, Secretary or Treasurer shall resign or become unable to hold office prior to the end of their term, a new election will be held to fill the vacant office. This election will be held within four (4) weeks at a regularly scheduled meeting by a simple majority vote of the membership by secret ballot.

Section 3 Election Procedures

Election of officers shall be held at the monthly meeting in April. Nominations shall be taken from the floor. All officers shall be elected by a simple majority by secret ballot.

ARTICLE VI

Section 1 Duties of the President

The President shall preside at all meetings of the members, and shall perform the duties pertaining to this office; to lead and inspire leadership in the other association officers so as to have a successful administration. Be able to state a position or make a decision concerning association business which does not require a vote but must bring all decisions to the association before taking action. Be aware of association attitude, so as to be able to represent the association in all matters that arise with confidence of the membership. Take advantage of situtations and suggestions, so as to improve and advance the associations prestige and honor. He may call specail meetings of the members under the provisions of Article II, Paragraph B. He shall accept and carry out all responsibilities as President and Chief Executive of the Association. He is a non voting member execpt in the case of a ties.

Section 2 Duties of the Vice President

In the absence of the President the duties usually pertaining to that office shall be performed by the Vice President. He may also perform other duties as directed by the President.

Section 3 Duties of the Secretary

The Secretary shall attend all meetings of the members and shall record all minutes and votes in a book kept for that purpose. He/She shall give all notices of special meetings of the members and shall perform all duties incident to this office as required by the President. He/She will keep roll of all associate members.

Section 4 Duties of the Treasurer

The Treasurer shall attend all meetings of the members and shall maintain an up-to-date record of all monies, debts, and obligations belonging to the association. He/She shall receive all payments to the association and make all payments of association debts. All contracts, checks, drafts, notes or other orders for payment of maone shall be signed in the name of the Treasurer and countersigned by the President or Vice President. He/She shall give bond at the associations expense if required by law. He/She will not write checks without approval.

ARTICLE VII

Section 1 Activities

The activities of the association shall be planned by the member responsible for them.

Section 2 Appointment of Committees

The President shall appoint such committees as he finds desirable from time to time, and shall outline the duties and repsonsibilites of such committees. All reports or actions taken by the committee must be voted on by members present.

ARTICLE VIII

Section 1 Fiscal Year

The fiscal year of the association shall begin on April 1st and end on the last day of March of the succeeding year.

The MRA Constitution is presented here for historial reference; the MRA merged into ABATE of South Carolina in the late 70's.

About Fast Fred

My life has been a dedicated blend of open road adventure and relentless advocacy for motorcyclists’ rights. I'm "Fast Fred" Ruddock, and my journey on two wheels began as a teenager. Over the years, I’ve owned 13 Harleys and several other motorcycles, machines that were far more than just transportation. They represented a freedom that I have fought to protect. Recognizing the power of information, I earned a Bachelor of Science in Computer Science, skills I immediately put to use for the movement.

My commitment to advocacy led me to a complete immersion in ABATE of South Carolina (ABATE of SC). I quickly moved through the ranks, starting by developing the ABATE of SC website in 2001 and serving as the Berkeley/Dorchester Chapter Coordinator. This progressed to serving as Lowcountry Area Coordinator, where I successfully shifted our local focus decisively toward rights and rapidly increased membership. From 2003 to 2007, I served as the State Coordinator, where I helped coordinate several key legislative victories, including the passage of the Purple Heart license tag bill and the successful repeal of unnecessary handlebar height restrictions. My primary strategic goal was always to achieve widespread political influence by organizing a chapter in every single county.

On the national front, I extended my influence by serving as the State Representative on the board of the Motorcycle Riders Foundation (MRF) for several years during the 2000s. This role ensured that the concerns of South Carolina riders were directly represented in critical federal legislative discussions. Crucially, I also worked to shape public opinion: I wrote articles related to motorcycle rights for various magazines and had a small column in Easyriders magazine for several years, using media to educate riders nationwide on the issues impacting their freedom.

My activism was not only about lobbying but also direct action and constitutional challenges. I participated in the Myrtle Beach civil disobedience against local helmet laws, contributing to the legal groundwork for the eventual overturning of that restrictive law through a landmark SC Supreme Court case. I also challenged helmet laws personally, fighting three tickets in court as an act of civil disobedience in several states. I lobbied in multiple state capitols with me friends across the country. My dedication continued after my ABATE leadership, as I served as the Director of Bikers Of Less Tolerance (BOLT) of South Carolina.

Today, while I also enjoy working as a river guide and sharing my travel adventures, my legacy remains rooted in the fight for motorcycle freedom. I have spent decades on the front lines, utilizing both political strategy, legal challenges, and national media to protect the rights of every person on two wheels.

My Other Adventures

I'm a professional whitewater guide and kayak instructor. I grew up rafting, sailing, and surfing, and I spend my North American summers guiding on world-class whitewater. I have spent much of my adult life riding motorcycles and paddling kayaks.
